13 states ban abortion entirely. Funds fill the gap.

Since the Dobbs decision in June 2022, 13 states have banned abortion with no exceptions beyond life-threatening emergencies: Alabama, Arkansas, Idaho, Indiana, Kentucky, Louisiana, Mississippi, North Dakota, Oklahoma, South Dakota, Tennessee, Texas, and West Virginia. Patients in those states must travel. Abortion funds pay for what insurance will not.

The National Network of Abortion Funds connects nearly 100 grassroots organizations that cover procedure costs, travel, and lodging. In 2023, member funds served over 150,000 callers. Demand has only increased.

How abortion funds work

You call. You answer screening questions about your situation. The fund assigns a grant amount directly to your clinic or reimburses travel costs.

Most funds operate on a first-come, first-served basis. Some maintain waitlists. Turnaround ranges from same-day to two weeks depending on fund capacity.

That framing comes from the Northwest Abortion Access Fund, which serves patients across the Pacific Northwest and Alaska.

Who pays for what

Abortion funds typically cover some combination of these costs. Coverage varies by fund capacity and your situation:

  • Procedure fees (partial or full)
  • Travel (gas, bus, flights)
  • Hotel stays (1-3 nights typical)
  • Childcare during travel
  • Lost wages (some funds, limited amounts)
  • Translation services

Sixteen states use their own Medicaid dollars to cover most medically necessary abortions. If you live in one of those states, Medicaid may cover the procedure itself, and funds can help with remaining logistics.

Several states have passed shield laws protecting patients and providers from prosecution by other states. California, New York, Illinois, Colorado, and Washington all have active legal shields. These mean a ban state cannot extradite you for receiving care in a shield state.

However, shield laws do not protect you from prosecution if you obtain medication abortion while physically located in a ban state. Know the laws in your state before acting.

How to donate effectively

  1. Give to funds in constraint states. Funds serving patients who must travel need the most money. Southeast and Texas funds face the highest per-patient costs.

  2. Set up recurring donations. Funds need predictable income to make commitments to patients. Even $10/month matters at scale.

  3. Give to practical support organizations. Groups like Brigid Alliance handle logistics (travel and lodging) so clinical funds can focus on procedure costs.

  4. Volunteer as a practical support person. Funds need drivers and hosts. Check your local fund’s volunteer page.
