Here's what to say:

  1. I'm calling about the National Flood Insurance Program, which expires September 30.
  2. FEMA's new pricing has caused up to 500 percent premium increases in some communities and driven an 11 to 39 percent drop in new policies.
  3. I'm asking the representative to support H.R. 5484, which caps premium increases and adds affordability protections.
  4. 14.6 million properties face substantial flood risk. We need a long-term reauthorization, not another short-term extension.
  5. Thank you for your time. This is urgent and I'll be following up.

The National Flood Insurance Program expires September 30, 2026. If Congress fails to reauthorize it, FEMA stops selling and renewing policies. The National Association of Realtors estimates a lapse would freeze 40,000 home closings per month.

FEMA's Risk Rating 2.0 system was supposed to price flood risk more accurately. Instead, it drove premiums up 500 percent in some Louisiana parishes while causing an 11 to 39 percent decline in new policies. The largest coverage drops hit lower-income communities. Meanwhile, 92 percent of at-risk properties already lacked flood coverage before rates went up.

H.R. 5484, the NFIP Reauthorization and Reform Act, would cap premium increases, add means-tested affordability assistance, and invest in mitigation. It has not received a floor vote. The program has been reauthorized through short-term extensions over 30 times since 2017. Tell Congress to pass real reform before the deadline.
