Between 2010 and 2018, the American Legislative Exchange Council introduced approximately 2,900 model bills in state legislatures. Over 600 became law. The pipeline produces roughly 200 new laws per year, and the pace has not slowed.

The January 2026 Summit
At ALEC’s States & Nation Policy Summit in Fort Worth in December 2025, 1,000+ attendees reviewed over 80 draft model policies. Seventy were adopted and published in January 2026 as “Essential Policy Solutions for 2026,” covering housing, healthcare, energy, and election procedures.
The most active states for ALEC legislation include West Virginia (10 ALEC bills), Oklahoma (9), and Mississippi (9).
The Funders
ALEC’s Private Enterprise Advisory Council includes ExxonMobil, Koch Industries, and Pfizer. Active fossil fuel members include Chevron and Duke Energy. Active pharmaceutical members include Novartis and Eli Lilly.
The Bradley Foundation has contributed $3.6 million between 2019 and 2024. ALEC sits on the advisory board of Project 2025, and CMD described its 2026 agenda as “its own Project 2025 for the states.”
What you can do now
- Check whether your state legislators are ALEC members using the ALEC Exposed database. If they are, call their office and ask which ALEC model bills they plan to introduce.
- Contact your state representative and ask them to reject preemption bills that strip local governments of authority over wages and housing. ALEC produces roughly 200 new state laws per year, many of them preemption bills. Use Resist Bot to send a message.
- Attend your state legislature’s committee hearings when model bills appear. ALEC bills arrive pre-written and are sometimes introduced word-for-word. Showing up and testifying on the record is the most direct way to slow the pipeline.
- Ask your state attorney general whether your state has transparency requirements for corporate-drafted legislation. Find yours at the AG finder. Several states require legislators to disclose the source of model legislation.
