In 1992 Ukraine voluntarily surrendered nuclear weapons under the Lisbon Protocol, receiving security pledges through the 1994 Budapest Memorandum signed by the US, UK, and Russia. Russia violated those pledges by invading. This letter asks Congress to pass HR 2913 and reaffirm NATO commitment.
