The Supreme Court's ruling in Louisiana v. Callais made it dramatically harder for voters of color to challenge discriminatory voting maps under Section 2 of the Voting Rights Act. The John Lewis Voting Rights Advancement Act (H.R. 14 / S. 2523) would restore the preclearance system that the Court stripped in 2013.
